It’s a very slim-fitting skirt, so even if your child is measuring small you probably shouldn’t size down very much. Yes, the pattern is wider at the back than the front. Sounds strange, I know, but if gives a nice fit this way!

*I have not made this yet* but that sounds about right. Your back is broader then your front.

If you look at the picture on the pattern packet, the shirt is untucked and only just reaches the waistband, thus the style.

If you want to tuck, it does need some length added.
