That sounds about right to me!
Knits may be quick to sew but to get a quality looking garment you have to put in the time to get the grain straight and the fabric smooth.
I like to lay my fabric out a few hours before cutting to let it relax and re shape. Ball point pins are great as is using a combination of pins and weights.

It is possible, but would depend the width of your fabric and whether or not you are using fabric with a directional print. The pieces need to be cut as mirror images of themselves, so ideally you would cut with the fabric folded. This is one of the few O+S pattern I don’t have so I don’t feel “qualified” to give an answer.;) But if it’s tight under the arms, I would think going ahead and making the next size up would help with the jumper being too tight under the arms. Sorry I couldn’t be more of a help!
