It is a good question. The sleeve is kimono style and on a bias of sorts.
I think I would shorten by measuring from the sleeve cuff back, taking equal amounts from the sleeve front and the sleeve back. I would suggest leaving then sleeve a little longer then you anticipate too. You can always cut more off.

Sometimes you can lose some seam allowance if the seam is not perfectly flat. Perhaps try dampening in and rolling it under your fingers.

I have not sewn this pattern but have had the fortune (or foolhardiness?) to sew with silk before. Get good fine pins and use a lot of pattern weights because it is slippery. I had to go far back for this one… I put box pleats in the front because I wanted it a little more full instead of a slit in the back but the basic thing is the sailboat skirt.
