I think a lot of places will ship fabric on the bolt if you order the right quantity. Fiona, I have found the Playtime to be pretty on par with my other oft-used patterns – Music Box, Bubble Dress, Class Picnic, etc. So for my slender girls I size down the width considerably – the last ones I made (woven) were a size 2 with length but that was a while ago. My daughter has similar measurements to your son. I have in the past successfully made pants her pants where the width was significant smaller than the rise and length. If I recall correctly I think I did a size 12-18 month width Afterschool pant with a 2T rise and length and it worked well.
I haven’t tried this with Art Museum though.

Good point by Cat75 and who wants to go mucking around with altering crotch rises and seat length, not me.
