That’s exactly how I’d do it. You’re not wanting it to be reversible so a casing applied to the inside of the lining is spot on.
I made a Roller Skate dress with sequins and did just that. Once the casing and elastic were sewn to the lining, I just hand stitched / tacked the sequin fabric to the lining along the stitching line.
It will look fabulous! -

So I finished the bear carrier and messenger bag. They were a hit (I think) even though the carrier has been balked at a few times. She was willing to try it for size when I was positioning buttons.

@lightningmcstitch yes I have the BB book !!! teehee and yep you totally beat @liesl I love your suggestions and it will take me out of my comfort zone and step p my game ( which is my 2018 sew goals) so yes I will start drafting and putting on my thinking cap. Thank you

Given that the product to buy is a pattern, can you be more specific about which pattern you’re asking about.
Almost any skirt looks good with stilettos (the spearheaded shoes?).
So, if I’ve understood your question properly, and that’s debatable, then the answer is yes!

I have part and calves to, it makes me feel pretty much inferiority.
Important thing is that I’m like a short dresses, short skirts will of course
cause I expose the downside to his feet.
According to you should I buy it? I think if I combine the dress with high heels spearheaded then look I seem to be fine. -

Hi @florencetaylor “sorry” to have inspired you into this quandary š
Here’s what my approach would be: start with the building block dress: do princess seams and dropped waist adjustments. At the dropped waist you can add the ruffles and pockets using the Seashore pattern as a guide.
