I am a beginner at sewing and for the life of me I cannot make sense of the instructions on how to make the waistband. Do I join the two short ends? Can anyone recommend a video to watch on how to do the waistband?

but generally, yes – you join the short ends first, right sides together (usually along with some folding/pressing). Then you attach the waistband to the wrong side of the shorts (wrong side of the shorts facing the RIGHT side of the waistband)and the waistband wraps over the raw edges of the shorts and gets topstitched to the right side. So the raw edges of the shorts are encased by the waistband, and the right side of the waistband fabric shows on both inside and outside of the shorts.
