Shortening Rise?

I made my first pair of sandbox pants this week. By hip, chest measurements I went with a 2T with a lengthened leg (she’s 2 1/2 and 36″). When I tried them on her the rise of the pant was way too long. I have made her some bloomers and shorts in the past but this will be my first pair of pants. I have not yet encountered a rise problem before. How can I measure the rise to insure a good fit? Once I measure her, how do I determine if I should use the 12-18 or 18-24 month pattern w/ an extended leg or a 2T with a shortened rise and extended leg?

How did the waist fit? If it was too big, I’d say go with the smaller size with extended leg. But if the waist fit well, it might be too small on a smaller size, and then you’d probably want to alter the 2T rise.
