My best suggestion is that your pintucks are too small – they need to all be exactly 1/4″ (go on, ask me how I know – my one attempt at this dress is still waiting for some serious unpicking….)

For the record, I encountered the same issue with neck facing in size 3T. I have triple-checked that the button placket folds are exactly as they should be (fold in 1/2″, press, fold 1″, press). Likewise, my pintucks are are precise. And, I know I cut out the correct size pattern pieces. Eye-balling the size of the dress back, it looks like the right size (would help if the child I’m sewing for wasn’t 1,000 miles away).
