My bust is 2” higher than standard RTW clothing and sewing patterns. (I know that gravity and age will eventually rid me of this issue, but in the meantime, I look like I have an udder if I wear unaltered tops and dresses.) I’ve learned how to raise bust darts upward on patterns, but I don’t know how to best accomplish this on the Saint Germain dress. Do I extend the darts that originate at the waist by 2”?

The Saint-Germain has waist pleats, not waist darts. So you don’t really need to extend anything. If you don’t think that will work for your shape, you could try rotating the fullness of the pleat into a side bust dart. I added a dart for mine since I have a large bust.
