Waistband on Everyday Skirt

Good morning! I am having some difficulty figuring out how to attach the waistband on the Everyday Skirt. I think I keep confusing myself because so far, the directions have been spot on and I have had no trouble. When I turn the front panel so the wrong side is facing up, and start my gathers...the waistband is still too short. Not sure I am making any sense...but the pockets being open and spread out make the front panel (plus side panels) too wide and I no matter how much I gather, the waistband is still too short. I am figuring I missed something with the pockets. Thoughts? Suggestions? Advice? Thanks!
