Wouldn't Step 5 cut off the gathering stitches at the center front curve? Step 4. Add a gathering stitch 1/4 inch inside the seam allowance to the center-front curve. Step 5. Trim the neckline seam allowance (1/4 inch). Begin and end 1-2" below the neckline center front curve.
