Shorten Cargo pants by 1 1/2"

I am making size 12-18 M . I Need to shorten the pants by 1 1/2". Would it be best to just take up a bigger hem. Or would it be better to shorten bottom front and back pieces somewhere in the middle, making them shorter to begin with? Does it matter? Thanks
