Raising Neckline

Hi, I'm working on a 2nd version of the Geneva V-Neck Blouse and am wondering if I can raise the neckline on the front bodice piece without it affecting anything else? Or would I need to consider lowering the armhole? Shortening the neckline binding length? Lowering the bust dart? Maybe I'm overthinking this. Thank you for your help! Cindy
