Pressing the skirt of the Bubble Dress

I'm making a bubble dress out of 100% cotton. The garment will have to be ironed after laundering. Can anyone suggest how to press the skirt part? You must have to stretch the elastic at the same time, and I can't think how this might be done. Thanks in advance!
