Pinwheel Tunic – Step 3 confusion?

I am hoping for some help with Step 3 of the Tunic (page 4 of instructions from digital pattern). I am confused by the instructions to fuse the interfacing "at the center-front neckline, so it covers the dot". Could this mean the back neckline instead of the front? I cannot see a dot on the front pattern piece neckline although there is a dot at the bottom hem. Also why would it need interfacing at the front neckline? As I am writing this I wonder if it means the center of the neckline on the right side (front) of fabric?


Being somewhat spatially challenged (i.e., not good at 3-dimensional imagining), I guess I don't really understand step 5 either. If the above strip of interfacing is on the back neckline should it be on the right side of fabric where the keyhole facing is sewn or on the wrong side of fabric where you turn the keyhole facing inward? I sure hope I haven't confused everyone else with these convoluted questions!!!
