Pattern Piece 16

I can't figure out what piece 16 is for in View A. I haven't sewn the shirt yet, but I was about to cut out all the pieces when I decided to check the instructions. In the instructions this piece doesn't seem to come into play. Am I missing something? Thanks for your help.
