Odd adjustment needed

My fiancé has a dislocated collarbone which has caused a 1” displacement compared to his other shoulder. There are drag lines on that side and I’m not sure if I can fix it and what I need to do in order to fix it. Also, is there an adjustment I could make when I make other shirts for him?
