Library dress – query

Hello! I have a query about the library dress. I'm struggling a bit to get the waistband on. Regarding the illustration on No 5 of the instructions should the dress not be shown on the wrong side up and the second waistband piece be shown right side up with the finished edge at the top ( as the bottom of the waistband piece will go into the skirt? Any help gratefully received!
