Help Peter pan collared and lined version

Help. Not sure if I am missing something but it's my second time making the bistro dress with a collar and lining. At what point do I stitch the shoulders of the dress and are the ends of the collar sewn into the shoulder seams? I remember this issue last time - about to stitch the lining and dress around the neck and the shoulders aren't together. Please advise. Thanks!!
