Garibaldi slip skirt pattern

Hello all I’m a bit confused about the garibaldi slip skirt - how does the waist stretch enough to go over the hips when putting it on? There isn’t a pattern adjustment mentioned - or did I miss it?! I’m guessing the waist is equal to the hips, and pulled in by the elastic? Thanks for any hints
