Can the Popover dress be sold under the boutique sewing license program?

Every time my daughter wears her Popover dress, I get requests for me to make ones for her friends.

Can we use a boutique license on this pattern?

I know we can't for Little Things To Sew, so I wanted to ask before I did anything.
