Bodysuit finished length – chart error?

I'm just wrapping up my first bodysuit, and I chose the 0-3 month size based on the chart stating that the finished bodysuit length was 19" - which seemed *very* long for a 0-3m bodysuit. However, now that I'm finishing it, my finished length is 14.75" (from the neckline at the center to the end of the bodysuit). I double-checked the pattern piece, and it's only 16." The chest measurement on my garment is right, and the proportions look reasonable, so I don't think it's a printing error. I also noticed that the measurements for chest and bodysuit length are the same for all sizes. Is this an error or am I misunderstanding how to measure the bodysuit length? (side note - I really hope this fits her at least once. It's adorable!)
