Adjustable elastic on pants?

I am almost finished a pair of sailboats for my daughter, had anyone done adjustable elastic? Was thinking of making the elastic section like a tunnel and sewing buttons on one of the front flap bits? Also is the seam for the rise not finished? Not sure if I am doing too much scanning of the instruction but I have made a couple of pairs of O+S pants and don't remember seeing to finish it off.
