2 + 2 Skirt Pattern Pieces

Greetings ladies! I am just starting my first Oliver and S patrern and I am confused on matching the waistband pieces. Is the waistband 1 long strip thay goes around the whole waist? Do I just need to join all three pattern pieces? I know it might be a dumb question, but I can't get my head wrapped around it tonite. Thank you in advance, Tricia :)
